The article states "the ordinance also bans the homeless from setting up makeshift beds and cracks down on drunks, litterbugs and nighttime revelers loitering in central areas."
It says unless the situation is "kept under control" misbehaving visitors will "irreparably damage the preservation of historical and art areas and monuments and the possibility to enjoy them."
Rome also passed a crackdown on street vendors.
Rome has every right to protect it's monuments, but this seems like a knee jerk reaction, and one that changes the nature of the city itself. Night time revelers? Street vendors? Seems stupid. No littering would seem to cover it eh?

Their country, their laws. But all the trash I saw last summer on the Spanish Steps and around the Pantheon etc. did NOT come from tourists. They have inconsiderate local residents there just as we do in this country.
It's still a wonderful place to visit and I can't wait to return - arrividerci Roma!

This mainly targets American tourists, if there are any with the country's poverty at current. American tourists are known to bring fast food bags and plastic soda containers from McDonalds & Burger King and discard them at their will.
They should thank it is not Singapore. If they do it there, they will end up getting 15 lashes behind.
